What Is the Innovator Founder Visa?
The Innovator Founder visa was introduced on 13 April 2023, replacing the previous Innovator visa and Startup visa routes. It is designed for entrepreneurs who want to establish or run an innovative, viable and scalable business in the UK.
Unlike many other business immigration routes, the Innovator Founder visa does not require a minimum investment amount. What matters is the quality and innovation of your business idea, your ability to execute it, and endorsement from an approved body that your business plan meets the required standards.
The visa is initially granted for 3 years, after which you can apply for Indefinite Leave to Remain (ILR) — permanent residence in the UK. This makes it one of the fastest routes to settlement available.
Eligibility Requirements
To qualify for the Innovator Founder visa, you must meet several key criteria:
- Business idea — Your business must be genuinely innovative, with a clear plan that demonstrates viability and potential for growth. The idea does not need to be entirely new, but it must offer something different from what is already available in the UK market.
- Endorsement — You must obtain endorsement from an approved endorsing body. These bodies assess whether your business plan meets the Home Office criteria for innovation, viability and scalability.
- English language — You must prove your English language ability to at least CEFR level B2 (equivalent to IELTS 5.5 in each component), unless you hold a degree taught in English or are a national of a majority English-speaking country.
- Financial requirements — You must show you have at least £1,270 in your bank account for 28 consecutive days. You must also be able to fund your business activities, though there is no set minimum investment.
- Genuine entrepreneur test — You must demonstrate that you genuinely intend to establish and run the business described in your application.
The Endorsement Process
Endorsement is the most critical step in the Innovator Founder visa process. Without endorsement from an approved body, you cannot apply for the visa.
Endorsing bodies are organisations approved by the Home Office to assess business plans. They evaluate your application against three mandatory criteria:
- Innovation — The applicant has a genuine, original business plan that meets new or existing market needs and/or creates a competitive advantage.
- Viability — The applicant has, or is actively developing, the necessary skills, knowledge, experience and market awareness to successfully run the business.
- Scalability — There is evidence of structured planning and potential for the business to create jobs and grow into national and international markets.
The endorsement process typically involves submitting a detailed business plan, financial projections, market research, and attending an interview or assessment meeting with the endorsing body. The timeline varies by body but generally takes 4 to 8 weeks.
The Application Process
Once you have your endorsement letter, the visa application process follows a structured path:
- Prepare your documents — Gather your endorsement letter, proof of English language, financial evidence, passport, and any supporting documents.
- Complete the online application — Submit your application through the UK Visas and Immigration (UKVI) online portal and pay the application fee and Immigration Health Surcharge (IHS).
- Biometric appointment — Attend an appointment at a Visa Application Centre (VAC) to provide your fingerprints and photograph.
- Decision — Processing times vary, but a standard application is typically decided within 3 weeks for applications made outside the UK, or 8 weeks for applications made within the UK.

Timeline: From Application to Settlement
The Innovator Founder route offers one of the quickest paths to permanent UK residence:
- Months 1-2: Business plan development and market research
- Months 2-4: Endorsement application and assessment
- Months 4-5: Visa application, documents, and biometrics
- Month 5-6: Visa decision and travel to the UK
- Months 6-12: Company incorporation, bank accounts, and business launch
- Years 1-3: Build and grow your business, meet contact point requirements
- Year 3: Apply for Indefinite Leave to Remain (ILR)
- Year 4+: Eligible to apply for British citizenship
Indefinite Leave to Remain (ILR)
After 3 years on an Innovator Founder visa, you can apply for ILR — permanent residence in the UK. To qualify, you must demonstrate that:
- Your business is still active and trading
- You have met the contact point requirements with your endorsing body (at 6, 12 and 24 months)
- Your business meets at least two of the following criteria:
- At least £50,000 invested in the business (from any legitimate source)
- Number of customers has at least doubled and exceeds the average for similar UK businesses
- The business has engaged in significant research and development and applied for UK intellectual property protection
- The business has generated at least £1 million annual gross revenue in the last full year
- The business has generated at least £500,000 annual gross revenue with at least £100,000 from exports
- The business has created at least 10 jobs for settled workers
- The business has created at least 5 jobs with an average salary of £25,000 or above
- You meet the English language requirement at B1 level or above
- You pass the Life in the UK test
- You have not spent more than 180 days outside the UK in any 12-month period
British Citizenship
Once you have held ILR for 12 months, you become eligible to apply for British citizenship through naturalisation. Requirements include:
- Held ILR for at least 12 months
- Lived in the UK for 5 years (3 years on visa + 1 year with ILR minimum)
- Not spent more than 450 days outside the UK during the 5-year qualifying period
- Not spent more than 90 days outside the UK in the final 12 months
- Met the good character requirement
- Passed the Life in the UK test (if not already done for ILR)
- Met the English language requirement
